Cathcart Technology is currently working with a Software Solutions company to find their next Product Owner / Project Manager to drive large-scale digital solutions projects within the government sector.

This role is for a project management professional who enjoys working closely with government stakeholders, translating complex requirements into successful digital products, and leading cross-functional teams to deliver impactful solutions.

Responsibilities

  • Manage end-to-end government digital solution projects, ensuring successful delivery within scope, timeline, and budget.
  • Review and analyze TORs, RFPs, and government requirements to define clear product scope and project plans.
  • Define product vision, prioritize feature backlogs, and align product roadmaps with stakeholder expectations.
  • Collaborate with government agencies, internal teams, and external stakeholders throughout the project lifecycle.
  • Gather and analyze business requirements through workshops, interviews, and on-site requirement collection activities.
  • Develop user journeys, use cases, business requirements documents (BRD), specifications, and user stories.
  • Lead project execution, monitor milestones, manage risks, and ensure compliance with contractual and regulatory requirements.
  • Coordinate UAT activities, user acceptance processes, system handovers, and warranty support periods.
  • Work closely with Development, QA, and Product teams to ensure successful project delivery and government acceptance.

Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Computer Engineering, or a related field.
  • At least 5 years of experience in Project Management, Product Owner, Product Manager, or related roles.
  • Proven experience delivering Government Digital Solution projects or working with government agencies.
  • Strong understanding of project lifecycle management, requirement gathering, and stakeholder management.
  • Experience reviewing TORs, RFPs, government procurement documents, or public-sector project requirements.
  • Ability to write and maintain BRDs, functional specifications, user stories, and project documentation.
  • Strong communication skills with both technical and non-technical stakeholders.
  • Experience managing multiple projects simultaneously and working effectively under pressure.
  • Familiarity with Agile, Scrum, or hybrid project delivery methodologies is advantageous.
